Total Membership growth dipped below 2% for the first time since 1946, however stake growth was the highest since 1998. My analysis is not that the church is choosing smaller stakes, but that foreign computer records are improving and being cleaned up, while the increased missionary force is helping with reactivation and retention and allowing for the best stake and unit growth in years.
